The underground plaza will also serve as a bunker for citizens to take shelter in during natural disasters and other emergencies. The city has planned for all residents of Toshima Ward to be able to use the underground facility in case of a disaster. The total estimate of the entire project is projected to be in the range of 110 billion yen (1.02 million USD). Project completion is scheduled for early 2023.
